However, the film’s financial success in its home state is now in jeopardy. The Karnataka government’s recent amendment to the Karnataka Cinema (Regulation) Rules, 2025, which caps ticket prices at ₹200 (excluding taxes), has sparked a fierce legal battle. Hombale Films, alongside the Multiplex Association of India and other major industry players, has filed a public interest litigation (PIL) in the High Court, arguing the price cap is unconstitutional and will lead to financial losses.

The lawsuit, which was heard by the Karnataka High Court today, September 16, argues that a uniform ticket price for all theaters, regardless of their technology or amenities, is unfair. The petitioners contend that high-end multiplexes and formats like IMAX, which require significant investment to operate, will be unable to recover costs and generate profits. For a movie like Kantara: Chapter 1, which is banking on premium pricing and special screenings to recoup its budget, this regulation could be particularly devastating.
Producers, including Hombale Films, have stated that their business model depends on “fair pricing” to ensure a return on their heavy investments. They claim the government implemented the cap without any empirical data or consultation with the industry. For the filmmakers, the cap isn’t just a business problem; it’s a threat to their ability to create grand-scale, high-quality cinema.
